The tie rod end transfers steering rack movement to the steering knuckle, turning the wheel. It is the final link in the steering chain and sets the toe angle, so wear shows up directly as steering slop.

How do I check for a worn tie rod end?
With the wheel off the ground, grip it at three and nine o clock and rock it. Play there points to the tie rod or steering components; play at twelve and six o clock points instead to the ball joint or wheel bearing.
