How often should the fuel filter be replaced?

Typically every 30,000–40,000 km, though many modern cars use an in-tank filter rated for much longer. Fuel quality is the deciding factor — inconsistent fuel sources shorten the interval considerably.

Can a clogged fuel filter damage the fuel pump?

Yes. The pump works against the restriction, draws more current and runs hotter, which is a common path to premature pump failure — a much more expensive repair than the filter.
