What it does

Why does the muffler rust before the rest of the exhaust?

It is the coolest part of the system, so water vapour from combustion condenses inside it and sits there. Cars used mainly for short trips never get hot enough to evaporate that moisture, so their mufflers rot fastest.

Is a loud exhaust actually a problem?

Beyond noise, a holed muffler or pipe can let exhaust gases reach the cabin, which is a genuine safety concern. It will also fail inspection, and the hole tends to spread along the seam once it starts.
